Ontario’s 2025 provincial budget introduced new measures aimed at supporting small and medium-sized enterprises (SMEs) by easing cash flow pressures and encouraging investment.

Tax Deferrals – Eligible businesses can defer certain provincially administered taxes between April 1 and October 1, 2025. This measure provides short-term relief to companies managing cash flow challenges.

Enhanced Investment Tax Credit – The Ontario Made Manufacturing Investment Tax Credit (OMMITC) will temporarily rise from 10% to 15% for qualifying investments in machinery, equipment, and buildings. The enhanced rate applies to investments made from May 15, 2025, to December 31, 2029.

Implications for Businesses

  • Deferred tax payments help SMEs preserve working capital.

  • Manufacturers and expanding firms gain stronger incentives to modernize operations.

  • These changes may directly influence financial planning, forecasts, loan applications, and investment timing.
